SOCIAL AND ECONOMIC SITUATION, 9 MONTHS OF 2013

Service continued to be the sector that took a main part in the general growth of the economy with the increase of some industries representing large proportions like: wholesale and retail 5.92percent; real estate business 1.91percent; board and lodging service 9.66percent; finance, banking and assurance 6.69percent; education and training 7.98percent; warehousing 5.65percent.

The two sectors of agriculture-forestry-fishery and industry-construction had lower growth rates. However, the manufacturing industry had positive change with ever increasing rates: Q. I: 4.60percent; Q II: 6.90percent and Q III: 8.57percent.

Nine months’ GDP at current prices reached an estimation of 2,420.9 thousand billion dongs, of which the agriculture-forestry-fishery accounted for 17.85%; the industry-construction 37.86% and the service 44.29%.

2. Agriculture, forestry and fishery  
                                            

The production value of this sector in nine months of the year at 2010 comparative prices was estimated to 535.7 thousand billion dong, rose 2.7percent from last year’ same period, of which agriculture reached 387.2 thousand billion dong, up 2.3%; forestry17.2 thousand billion dong, up 5.6%; and fishing 131.3 thousand billion dong, up 3.4%. 

a. Agriculture

As of mid-September, the country had 1,734,600 ha of winter rice cultivated, equaling 101percent against the same period last year. If the weather is favorable in ending months of the year and pestilent insect is controlled well the yield of winter rice this year over the country would reach 9.6 million tons, increasing by 0.9% compared to that in 2012’ same crop with estimated productivity of 4,810 kilograms per hectare, up 20 kilograms per hectare.

As of 15/9/2013, provinces in the South harvested 1,894,600 hectares of summer-autumn rice, equaled 111.6% against the same period last year and accounted for 68.6% of cultivated area. According to preliminary reports, the country’s productivity of summer rice this year was estimated to reach 5,190 kg/ha, reduced by 60 kg/ha compared to last year’ same crop; estimated yield reached 14.3 million tons, increased by 2.7%.

Estimated rice-cultivated area in 2013 reached 7,890,700 ha, increased by 129,500 ha against 2012; productivity reached 5,590 kg/ha, reduced by 40 kg/ha; yield reached 44.1 million tons, increasing by 407,000 tons.

As of 24/9/2013, the country’s flock of cattle decreased by 2-3%; pigs by 0.5%; poultry by 1.5-2% against the same period in 2012. Output of live-weight buffalo meat for slaughter in nine months decreased by 0.6% against that in the same period last year; pork was approximate to last year’ same period; fowl meat decreased by 1.3%.

b. Forestry


Nine months’ newly concentrated planted area over the country was estimated to reach 128,600 ha, rose 4.1percent from last year’ same period; decentralized planted trees hit 167.6 million, up 2.1percent; wood-cut production hit 3,645,000 m3, up 6.6%.

Damaged area over the country was 1,446 ha, decreased by 52% against last year’ same period, of which burnt area was 868.8 ha, down 57.9%; destroyed area was 578 ha, down 8.9%.

c. Fishery

Six months’ estimated fishing production reached 4,496, 000 tons, up 2.7% from the figures in 2012’ same period. Estimated aquaculture production reached 2,353,000 tons, rose 2.1 percent from last year’ same period, of which there were 1,764, 000 tons of fish, up 0.3%; 362,000 tons of shrimp, up 8%, other raised products hit 227, 000 tons, up 7%.

Estimated area for raising white leg shrimp reached 49,000 ha, up 47.3% against last year’ same period; the output hit 154,300 tons, up 39.2%.

Estimated caught products reached 2,143,000 tons, up 3.4% from last year’ same period, of which sea catching reached 2,004, 000 tons, up 3.5%. Privately, estimated production of tuna reached 13,000 tons, down 5.7% as its quality did not meet export standard its price decreased much.

3. Industry


Six months’ Industrial Production Index (IPI)  was estimated to grow 5.4 percent from last year’ same period, of which the mining and quarrying decreased by 0.2%; the manufacturing increased by 6.8%; the power production and supply by 8.3%; and water supply and wastes treatment by 9.5%.

The consumption index for the whole manufacturing industry in 8 months of this year rose 10.1percent from last year’ same period. The inventory index as of 01/9/2013 for the whole manufacturing sector rose 9.3 percent from last year’ same period.

Labor employed index (LEI) for industrial enterprises as of 01/9/2013 rose 4.2 percent from last year’ same period, of which the state sector reduced by 1.4%; the non-state sector rose 1.1percent; the FDI sector rose 8.4percent. LEI for the mining and quarrying declined 1.7percent; the manufacturing rose 4.7percent; the power generation and supply 3.1percent; the water supply and waste treatment 2.9percent.

4. Construction

Nine months’ construction production value at current prices was estimated to reach 531.9 trillion of dong, of which the state sector hit 63.2 trillions of dong, accounted for 11.9%; the non-state sector 446.6 trillions of dong, accounted for 84%; and the FDI sector 22.1 trillions of dong, accounted for 4.1%.

Nine months ‘estimated construction production value rose 5.6 percent from last year’ same period, of which the state sector raised 2.2percent; the non-state sector 4.8percent; and the FDI sector 37.5percent.

5. Service

a. Retailed sales of consumer goods and services

Nine months’ estimated total retailed sales of consumer goods and services reached 1,932 trillion dong, raised 12.5percent from the same period in 2012, if the factor of inflation were excluded, it would be 5.3%. Of the total, trade business rose 12.1percent; hotel and restaurant 14.7percent; service 14.6percent; tourist 3.9percent.

b. Carriage of passengers and goods                         

Nine months’ estimated carriage of passengers reached 2,209,700 persons, up 5.3% and 93.1 billion passengers-kilometers, up 5.1% from the same period in 2012. Estimated transport by road hit 2,076 million times of passengers, up 5.4% and 67 billion passengers-kilometers, up 4.2%; by air: 13 million times of passengers, up 8.4% and 20.5 billion passengers-kilometers, up 9.5%; by rail: 9.3 million times of passengers, up 0.8% and 3.4 billion passengers-kilometers, down 2%; by sea: 3.6 million times of passengers, up 4.4% and 182.3 million passengers-kilometers, up 3.6% from last year’ same period.

Nine months’ estimated carriage of goods reached 742.8 million tons, up 3.8% and 150.5 billion tons-kilometers, down 2.4% from the same period last year. Of which, transport by road reached 561 million tons, up 4.3% and 33.5 billion tons-kilometers, up 4%; by river: 133 million tons, up 5.4% and 28.7 billion tons-kilometers, up 4.2%; by sea: 43.8 million tons, down 6.3% and 85.1 billion tons-kilometers, down 6.6%; by rail: 4.9 million tons, down 5.2% and 2.8 billion tons-kilometers, down 5.8%.

c. International visitors to Viet Nam

Nine months’ estimated international visitors to Viet Nam reached 5,490,200 arrivals, rose 9.9percent 6from last year’ same period, of which arrivals coming for tourist purposes were 3,364,600, up 12.7%; for business purposes 918,600, up 7.8%; for visiting relatives 913,800, up 7.1%. International arrivals coming by air hit 4,348,600, up 7.1%; by road: 972,100, up 31.2%; by sea: 169,600, down 13.6%.

II. STABILISE MACROECONOMY, CURB INFLATION

1. Investment & development

Nine months’ estimated realized social investment capital at current prices was 755.9 trillion dong, rose 6.1 percent from the same period last year and equaled 31.2% of GDP. Of which state capital reached 297.3 trillion dong, up 4.2%; the non-state sector 280 trillion dong, up 8.5%; the FDI sector 178.6 trillion dong, up 5.6%.

Of the state sector’s realized investment, estimated capital from the state budget reached 144.5 trillion dong, down 1.2% compared to that in the same period in 2012, of which centrally managed fund hit 30 trillion dong, down 16.3%; locally managed fund: 114.5 trillion dong, up 3.7%.

Attraction of FDI from the beginning of the year to 20/9/2013 reached USD 15,005.3 million, rose 36.1percent from the figures in last year’ same period. Of which, registered capital of 872 newly licensed projects reached USD 9,294.1 million, decreased by 7.3% in registered projects and increased by 34.9% in registered capital; additional registered capital of 340 times of projects licensed from previous years was USD 5,711.2 million. Estimated realized FDI in 9 months of this year reached USD 8.6 billion, up 6.4% against the figures in last year’ same period.

Nine months’ FDI mainly focused on the manufacturing industry with USD12, 969.3 million, accounted for 86.4% of total registered capital; the real estate business received USD 588.1 million, accounted for 3.9%; and other industries received USD 1,447.9 million, accounted for 9.7%.

2. Finance, banking

Total estimated Government revenues from the beginning of the year to 15/9/2013 reached VND 509.7 trillion, equaling 62.5% of the yearly estimate, of which domestic revenues reached  VND 331.2 trillion, equaling 60.7%; collecting from crude oil VND 77.5 trillion, equaling 78.3%; from export-import balance VND 96.8 trillion, equaling 58.1%. Of the domestic revenues, collecting from state enterprises was VND 98.4 trillion, equaling 56.5%; from FDI enterprises (excluding crude oil) VND 74.1 trillion, equaling 69%; from non-state industrial, commercial and service taxes VND 72.1 trillion, equaling 59.9%; from individual income tax VND 35 trillion, equaling 63.9%; from environment protection tax 8 trillion, equaling 56.3%; from other fees 6.7 trillion, equaling 64.8%.

Total estimated Government expenditures from the beginning of the year to 15/9/2013 hit VND 640.4 trillion, equaling 65.5% of the yearly estimate, of which spending for investment development reached VND 114.1 trillion, equaling 65.2% (spending for capital construction only was VND 110.5 trillion, equaling 65 spending for economic and social development, national defense and security (including spending for salary reform) was 453 trillion, equaling 67.2%; paying debts and aids was VND 73.3 trillion, equaling 69.8%.

3. Exports-Imports

a. Exports

Nine months’ estimated export turnovers reached USD 96.5 billion, grew 15.7 percent from last year ‘same period, of which the domestic economic sector reached USD 32.5 billion, up 4.4%; the FDI sector (including crude oil): USD 63.9 billion, up 22.4%.

b. Imports

Nine months import turnovers reached USD 96.6 billion, rose 15.5 percent from last year ‘same period. Of which the domestic economic sector reached USD 42.1 billion, up 5.3%; and the FDI sector gained USD 54.5 billion, up 24.8%.

Realized trade surplus in 8 months reached USD176 million; September’s estimated trade deficit reached USD 300 million; generally, nine months’ trade deficit reached USD 124 million, equaling 0.1% of total export turnovers.

4. Price indexes


a. Consumer price indexes (CPI)

September’s CPI raised 1.06% from August, of which the group of education had highest growth rate of 9.38percent (educational service 10.66percent). Other groups of goods and services with CPI below 1% or decreased included: housing and construction material up 0.91percent; catering and related service 0.65percent (grain food  0.41percent; food stuff 0.87percent); garments, hats, footgear 0.29percent; family appliances 0.23percent; drinks and tobacco 0.22percent; culture, entertainment, tourist 0.09percent; medicines and health care service 0.04percent; transport  down 0.24percent; postal and communicational service  down 0.01percent.

September’s CPI rose 4.63percent from 12/2012 and 6.30percent from last year’ same period. Nine months’ average CPI grew 6.83 percent compared to that in 2012’ same period.

b. Producer price indexes (PPI)

Nine months’ PPI had some changes: PPI for agricultural, forest and fishing products declined 0.9percent from last year’ same period, of which PPI in 3rd quarter reduced 1.9percent from the previous quarter and rose 2.4percent from the same period in 2012. PPI for industrial products rose 4.7percent from last year’ same period, of which PPI in 3rd quarter rose 0.5 percent from the previous quarter and 5.8 percent from last year’ same period. Raw materials price indexes (RMPI) for domestic production grew 3.0 percent from last year’ same period, of which PPI in 3rd quarter rose 0,4 percent from the previous quarter and 3.1 percent from last year’ same period. Warehousing charge index jumped up 7.2 percent from last year’ same period, of which PPI in 3rd quarter rose 0.3 from the previous quarter and 6.5 percent from last year’ same period.

c. Export-Import Price Indexes (EIPI)

Nine months’ export price indexes (EPI) declined 3.2percent from last year’ same period, of which EPI in 3rd quarter decreased by 0.7percent from 2nd quarter and by 1.3percent  from last year’ same period. Nine months’ import price indexes (IPI) declined 2.3 percent from last year’ same period, of which IPI in 3rd quarter decreased by 1.7 from 2nd quarter and by 1.7 percent from last year’ same period.

III. SOCIAL ISSUES


1. Labor and employment


The country’s estimated labor force aged 15 and above as of 01/10/2013 was 53.9 million, up 446,100 against the figures at 01/7/2013. The labor force within working age group as of 01/10/2013 was 47.7 million persons, increasing by 366,000 persons against the figures as of 01/7/2013. Nine months’ estimated working laborers aged 15 and above in economic sectors were 52.4 million, up 0.5percent against the figures in 2012’ same period. Working laborers aged 15 and above in the sector of agriculture, forestry and fishery accounted for 47.4percent of the total workforce, not changed much compared to the figures in last year’ same period; in the sector of industry and construction accounted for 20.7percent, reduced 0.5 point percent; in the sector of service accounted for 31.9percent, up 0.5 point percent.

Estimated unofficial rate of laborers in total laborers aged 15 and above who were working in nine months of 2013 was 33.7%, of which it was 47.1% for urban area and 28% for rural area.

Nine months’ estimated unemployment rate of laborers of working age group was 2.22%, of which it was 3.67% for urban area and 1.56% for rural area (Corresponding figures in nine months of 2012 were 2.06%; 3.31% and 1.48%). Nine months’ estimated under-employment rate for youths aged 15-24 was 2.66%, of which it was 1.50% for urban area and 3.18% for rural area (Corresponding figures in nine months of 2012 were: 2.75%; 1.46% and 3.33%).

Nine months’ estimated unemployment rate for youths aged 15-24 was 5.97%, of which it was 10.79% for urban area, up 1.27 points percent against the same period last year; and 4.49%, up 0.05 point percent. Nine months’ estimated unemployment rate for persons aged 25 and above was 1.29%, of which it was 2.45% for urban area and 0.77% for rural area.

2. People’s life and social security

According to local reports, total expense spent for social security and poverty alleviation in nine months of this year was 2,694 billion dong, including 1,211 billion dong of gifts for visiting and supporting persons under social policy; 1,085 billion dong for supporting poverty households and 398 billion dong for hunger persons and other social aids. Additionally, local authorities granted over 7.2 million health insurance cards for persons under social policy to consult medical doctors free of charge.

Generally, the country in 9 months of this year had 387,900 times of hunger families, fell by 3.3% against the figures in 2012’ same period, which was in equivalent to 1,628,000 times of hunger persons, decreased by 4.1%. To overcome the problem, all administrative levels and sectors since the beginning of the year have provided difficult families with 42,000 tons of food and 13.3 billion dong.

3. Epidemic diseases, food poisoning


The country in 9 months had 53,200 cases of hand, foot, mouth disease (19 died); 44,100 cases of hemorrhagic fever (25 died); 612 cases of virus encephalitis (16 died); 468 cases of typhoid; 33 cases of meningococcal meningitis (3 died); 2 cases of A (H5N1) flu and 18 cases of Acquired palmoplantar keratoderma.

More 576 HIV-infected cases were found in September, bringing the number of HIV infected persons over the country as of 17/9/2013 to 215,300, of which 63,100 persons turned to AIDS and 63,900 persons died of AIDS.

Generally, the country in 9 months had 108 cases of food poisoning, infecting 2,800 persons, of which 18 died.

4. Traffic accidents  
                                

The country in 9 months had 8,155 cases of traffic accident, killing 7,040 persons and injuring 4931 others; 13,706 collided cases, slightly injuring 16,849 persons. In comparison to the same period last year, cases of traffic accident increased by 4.1%, collided cases decreased by 10.7%, the death increased by 2.1%, the injured decreased by 11.9% and the slightly injured by 10.9%.

5. Natural calamity


According to preliminary reports, natural calamity in 9 months made 176 persons died and lost and 262 injured; 1,600 houses collapsed and swept away; 83,700 houses flooded and damaged; 14.8 kilometers of dyke and embankment, 2,100 irrigational works damaged and 2,200 electric poles broken; nearly 88,300 hectares of rice and 51,700 hectares of vegetables inundated and damaged.

6. Fire and explosion


The country in nine months had 1,800 serious cases of fire and explosion, killing 73 persons and injuring 163 others, estimated damage valued over 1,069 billion dong.
